If it is hand fighting (meaning both players are engaged in it), then its a judgement call.  Unless one player really gets the better of the other, and both have their eyes back on the ball, it won't be called.

And 9 minutes of clock as well.  I feel like we've seen this movie late in games before.  Thought a deep DL rotation was supposed to not allow that to happen.  They looked gassed and not fresh.
