I'll at least argue a plausible defense for Biden (and Boris Johnson) here. 

The sticking point here is Germany. Given how vocal the US has been over the past two months that Putin was gearing up to invade Ukraine, there's no reason to believe that 1. The US and UK weren't putting a lot of pressure on Germany to get on board with tougher sanctions including SWIFT, and 2. That Germany was unaware of exactly how imminent this threat was.

Germany either deluded itself into thinking Putin would not invade (clouded by wishcasting about being able to make a deal with the devil without losing its soul in the process), or legitimately (but wrongly) thinks the sanctions we landed on are proportional to Putin's actions.

This doesn't absolve Biden of responsibility, Biden should have absolutely pulled more levers to get Germany on board. But I do think I'd say Germany has a larger share of the blame.
