The right has made a sideshow out of one pipeline, a pipeline that was to pipe the dirtiest and hardest to refine gas from Canada (IMPORT!!) to refineries in Nebraska or wherever, and everybody thinks Biden is shutting things down. Biden has average MORE new leases than Trump did. Look it up. Biden has taken a ton of flack from environmentalists because of how many land leases. He oversaw the largest land lease in history a few months ago, though a judge blocked it a month or so ago; we'll see if it passes (the block was temporary pending a review). I get WHY you think this, because the right-wing machine is manufacturing BS constantly. We can’t actively engage in the fight but acting as a depot I don’t think violates any "rules.” either way, pop pop doesn’t give a crap about Putin and I don’t think he would give any F’s if it is a violation
