I think they do though. I believe the airfield southeast of Kyiv is still good. And out West I would guess they have some, but I don't know.

Fairly certain they can land and take off from highways as well.  Seen videos of European nations and the US doing this before.

Probably a one time thing. Most roads are not built to withstand that type of force over and over.

Did NATO have UN authorization? No.

Was NATO acting on behalf of one of it's members? No. 

My position is that NATO has repeatedly acted outside of it's intended purpose. The Warsaw Pact no longer exists and NATO no longer serves the role of countering that which is gone.
