Depends on if he's referring to some of the "tactical nukes" that could be deployed on the battlefield rather than launched hundreds of miles away. They had SAM delivery systems in place to launch 20 missiles, but at the time, it was not believed that they had warheads in Cuba. The quarantine was intended to prevent the delivery of atomic warheads to Cuba and leave no doubts about U.S. commitment to the Monroe Doctrine. Khrushchev later admitted that Russia did, indeed, have a stockpile of nukes in Cuba (although the reliability of the delivery system was highly questionable at the time).
