He poisoned everyone in an opera house, including the hostages, to stop a terrorist attack. The man couldn’t care less about killing however many people he needs to, however he needs to, to get what he wants. Sure, he’d rather rule over a powerful Russia, but threaten that rule enough and there is no limit to hard he’ll fight back.
