I'd like to think so. But as the "strong man leader" he is also setting up a fall guy here. There's a strong "csar/premier/president" is always right mentality among Russians, and if there is a failure it's because of the failure of underlings - not the leader.

Hopefully enough of that has worn off in the 30+ years Russia has been more open to the west. But the worldview among Russians is very different.

I think that's a pretty common mentality around the world, especially among authoritarian personality types.
