I would say some people in here think the Russians say things for a specific reason, to get a specific result, and you may not know this, but the Russians are no known for being truthful in the political arena.

As far as I can tell, the only sanctions they announced were that the people on that list can't travel to Russia, which makes whatever weird conspiracy Bacarty's trying to cling to meaningless.
