Poland, the Baltics, and Ukraine for example. I have no idea if it would make sense, but maybe even having a different class of membership in NATO where maybe Ukraine doesn't get any bases manned by non-Ukrainian personnel, a "lite" version of NATO membership that merely promises if Ukraine is attacked NATO allies will come to its aide. No joint exercises with NATO, no contribution of forces directly, merely a statement to Russia that says "if you try to invade we WILL get involved"
