ELINT aircraft basically have sophisticated sensors that pick up ELectronic INTelligence. Basically radio waves, so communication and stuff like that. Sweden has been tracking Russian naval activity around it for awhile, but in the past few years they have been flying over the Med picking up intel from Russian activities in Syria, more or less to just gather data so they can use it later (basically learning as much as they can so they know where and how to look later). So now you have a non NATO, but allied, country operating in NATO airspace that is actively gathering intelligence for both NATO and Ukraine.
