I mean, the points are well-taken on those particular matters, but I feel like it was the other way around in Vietnam. State at least recognized the nature of the insurgency and called for a specialized approach, while the JCS was all like, "Nah, just bomb the hell out of 'em. Body count is life!"

Eh, it’s really more complicated than that from the military point of view. 
 

When Vietnam first kicked off, the Army and Marines both put forth their plans. 

The Army proposed "Search and Destory”. Basically find where NVA and VC were in South Vietnam, go to them, and fight them there. 
 

The Marines proposed "Ink Blot”. More or less take and hold terrain, eliminate VC and NVA within that AO, and move on to the next one. 
 

The military went with Search and Destroy, which is pretty much the worst possible thing you can do when it comes to insurgencies. I mean, hey, why would we want to go with the plan made by the fighting force that wrote the book on US counter insurgency operations up to that point? Nah, let’s fight it like a conventional war.
