How long would it take to field an effective force under these conditions? Ukraine is taking hundreds of casualties on a daily basis right now. Europe's second largest army, trained and commanded by NATO, has been whittled to near nothing in a few months. The longer this goes on, the less likely Ukraine survives as a recognizable state. Much of eastern Ukraine is gone forever.
