Russia has repeatedly said and put in writing that they would use nukes in two circumstances: 1. Nuclear weapons are used against Russia FIRST 2. The survival of the Russian state is in jeopardy. This is basically the same position of all nations that possess nukes. With the exception of you know who. The only ones who've used nukes.
