Having read the article and being born and raised 10 minutes from the base in question, there are some very interesting assumptions made by the author. The navy operates a diver training school, an experimental dive unit (research and development only) and an anti-mine warfare unit (hovercraft and small ships not divers for removing mines). It appears the author fused all three missions while exempting the fact that the divers are at a training mission for creating new divers only.
