Russia already has nukes in Kaliningrad. So this is pretty much a non issue.

No, the best chance is still with a Ukrainian military victory. In Russia, anyone who would usurp power has fallen out of a window. This is either some internal struggle over who has who’s ear or it was Ukrainian.
