Obviously Russia is involved - they are the ones who invaded Ukraine. That said, in a time when most of Europe, citizens of Ukraine and potentially even Ukrainian leadership and Putin himself could be open to "de-escalating" the war - the timing of this is questionable. I'm assuming it is in response to Putin allowing North Korean Troops in the region. Hopefully there will not be any further escalation from either side.
