This war would have ended one of two ways: International support (and money) for Ukraine fades and Russia rolls tanks into Kyiv declaring victory....or, some sort of a peace agreement. The only question is how many people have to die until one of those two things happen. Not to mention god knows how many billions in foreign aid to keep this thing going. There was no scenario where Ukraine "wins". So no, it's not cowardice, its intelligence and its mercy.
