Classic.  Not worded the best way by the WH spokesperson but clearly she isn't saying the WH encourages protesting outside the justices' homes.

I would draw the line that the protests should not be in front of peoples personal homes. Otherwise I would agree.

Nothing, since it didn't exist, but it's interesting to consider that the founding generation employed these kinds of tactics, since the right is so fond of nostalgically invoking the memory of 1776 to justify any action considered to be taken in defense of freedom.

It’s purposefully left ambiguous because they do encourage it. And what they are encouraging is illegal.

Broken clock theory - I agree. 

Protesting is about petitioning the government for redress of grievances. There needs to be separation between the private and public life of a civil servant. 

Protesting at the SC? Absolutely. Protesting outside someone's private home? No. That's harassment and intimidation, and invites terroristic threats.
