I tend to believe that when any one party is too comfortable in power, as Republicans were for many years here (and as Democrats are in many big cities) it leads to a lot of inertia for status quos that ought to have been turned over long ago. I'm aware of the controversial history of the courthouse, though I'm also aware of the tendency for many to want to starve the government of tax revenue then **** and complain loudly when THEIR specifically needed public services are poorly run and start to impact them. It sounds like there's an argument to be made here that the hiring freeze and downsizing related to courthouse expenditures resulted in a reduced workforce, and it's being rightsized. But we'll see what these new hires bring I suppose.
