If you want the government to force business to do things the way you see fit, you might prefer China or North Korea. The airlines didn’t put that in place, the government did. You perhaps presume the airlines would have done that anyway, even without government. That’s not something we can ever know now, but I doubt every single airline would require them if they themselves weren’t required by government
