The part that I really don’t understand about that part of the book is why would that even be something that she has to do - keep Commander away from the White House if she’s in office? Presumably, if she’s elected that means that Biden is out of the White House. Is it normal for former presidents’ dogs to hang out at the White House after they leave office?

Biden's dogs have a history of biting people, but then again he's elderly and has dementia - not really suited to being the Alpha. Truthfully, most dogs that have attacked people as many times as Commander has would have been put down (humanely) by now, and the owner would have had charges brought against him. As it stands, Commander lives and the Biden family's crime spree continues unpunished.
