The better question, and perhaps Tapper asked it outside of this very edited clip, is why didn't Virginia purge voters rolls before the 90 day cutoff? Why did they wait until after the 90 day cutoff to purge? Many states do. 

Youngkin is arguing a strawman. Tapper never argued that non-citizens should vote. 

Virginia is rightly getting sued because purging after the 90 day cutoff violates federal law.

And they did that on purpose so they could get media coverage that's red meat for an ignorant voting base.
