In 2020, he didn't run a campaign that was good enough to outperform it. This time I think he is, but we'll see. Either way it's factored in, and they either do well enough to get past it or they don't. It's the same as if you play the Chiefs; you know they will get BS calls to bail them out. I don't think it's widespread in that it can't be beaten if someone runs a good campaign; it's mostly localized to cities like Philly, ATL,PHX, Detroit, and Milwaukee.
