The dude has been completely incoherent when not reading from a teleprompter and physically looked like he could fall over at any moment the whole time. It doesn’t really matter because his presidency is even more so a cabinet and bureaucracy led one than most are; frankly he could flat out die and nothing would change about "his” presidency. But anyone shocked at his performance simply hasn’t been paying attention.
