I guess they bought them in the hope that the teachers would learn how to use them so that they knew how to incorporate them as students started showing up with them. I can remember a lot of students in my early days teaching that got graphing calculators for Christmas (which I thought was a super lame Christmas gift, but for students who are planning to study in heavily math intensive fields in college it certainly has utility)

I bought my first graphing calculator the summer between my 2nd and 3rd years teaching, and it is still the graphing calculator that I use at home to this day.

Most of the teachers in my building have classroom sets- this predates my time at the school, and I've been there since the late 90s. I don't have a classroom set, since all of the kids who take AP have their own, but we have generally tried to make sure that all students have access to one, at least while they're at school.

I've had emulator software on my computer for probably 10-12 years at this point, which I use to demonstrate things in the classroom, and since our students have gone over to one-to-one devices, I have always encouraged our teachers to have all students download the emulator software to their devices, so it is basically like a free (to them) graphing calculator that they can use at home.
