Harris is talking about a tax on unrealized capital gains for people over a certain net worth. They're trying to get around the approach many wealthy take to borrow against their holdings rather than cashing them out for living expenses. I don't know the ins and outs because I'm my bank account is about a billion short of me caring, but there is no proposal that would tax the bottom 99% say on unrealized capital gains
