Trump would constantly contradict himself in terms of his positions and doing anything to actually support them, he initially surrounded himself with Priebus and Bannon who would just get him riled up, Tillerson and Mattis were just dog ish in their positions and not doing anything to advance a coherent and ideal foreign policy, and Trump would constantly complain about having to take long trips.
