The difference in the game is the turnovers.  Both on Hurts.  Allen is getting yards with his legs... but you know what it really comes down to... the Bills have committed to running the ball today.. and have since the start of the game.  The Eagles basically abandoned the run from the very first snap.  When you commit to running the ball, things stay more balanced and things open up.
