Perception of that angle.  The first angle showed it didn't. 

So if they didn’t blow the whistle they got the ball back. And it wouldn’t be reviewable if they blew forward progress.

They should have blown the whistle for forward progress.  But they didn’t.  It’s a black and white play given the whistle.
