One of the larger failings was not involving primary care physicians that people knew in the vaccine process. People trust those they know personally, not politicians or celebrities.

One of the pastors in the link I gave did just that, worked with local communities and health officials and worked to dispel the myths that people were hearing from uninformed sources. August 2, 20214 yr I think gov't, and basically any larger entity, needs to find that there are serious limits to what can be accomplished through cheaper/lazier means (automated outreach campaigns, commercials, etc., that are more performative than effective) A strong ground game is not just for campaigns. You need to have continuity of messaging down to individual community leaders - many of whom are not even part of local governments but are seen as trusted advisors nonetheless (such as church leaders in this example) - to break through this misinformation.

Now that the mass vax sites are dwindling, I hope that this is the model we transition to; where local physicians and pharmacies lead the way. It is not too late to vaccinate more people. The issue with the initial rollout is it was incredibly an large undertaking and needed to take place quickly. It wasn't feasible to get everybody's local doctor directly involved. It had to take place on a much larger scale.
