I don't know if this is what you have going on but I had a similar occurrence. One app - a local news app showed the circle thingy on a Roku Ultra LT. That normally means marginal internet. This device had wired internet and the device showed 89 Mb./sec. so not a weak signal. Did some poking around and read about a potential problem with IP 6. I was able to disable IP 6. The problem went away.
