One thing I keep going back to is Bradberry and his agent made it very clear he wanted to be released when Giants were dicking around with him during the summer and it was clear he wasn't going to stay in NY. If it was inevitable he'll be gone from here I think you would hear some type of grumbling. 

I doubt he wants to leave the team.  I just don't think Howie wants to eat the money.

My guess is that maybe a team was kicking the cans on a trade and but didn't do it expecting the Eagles to cut him so now Howie is holding on to see if he can get anything for him in the next week or so.

Yes I think this was the biggest loss and even that wasn't huge.  Losing Ellis was a mistake but he really isn't that good either

Howie isn't finished. Bradberry is a holding pattern for now, if they need the roster spot, don't have to worry about him leaving.

Others on the bubble, Wilson, Kinnard, Booker/Tui, Johnson, Ricks.

Depends what shakes loose on the waiver wire, trade front.

Trevor Keegan took snaps at center at the Senior Bowl. I'm not sure he's ready yet but I'd bet they are working him at center in practice soon

I didn't think Bradberry was going to be here after June 1st, but since his salary is already in the books anyway, why not keep a veteran as an insurance at CB and S? Especially since he wants to stay, apparently. He's not going to be starting above the younger players, so it doesn't really hurt.

So Bo Wulf answered my question yesterday. Ainias Smith and Albert O have to take up 2 of the 8 spots to return in the season. Eagles only have 6 left for the year. May or may not matter in the long run but using it on those two is head scratching.
