I think usually it's like the officer was driving 50 and someone passed them clearly going faster. I have no idea how this holds up in court. I wouldn't be surprised if they just give them out hoping people will just pay and not fight it.

I love Lane but these subjective/cherry-picked instances of what is considered a given-up sack vs. what is not has to stop. He clearly gave one up on the play where they thought they had GB offsides.

It's dumb but cops can pull someone over for speeding without knowing the actual speed. It's just a question of what they observed.  I don't know if the estimate is admissible but the cop could probably issue the citation and testify Hill was speeding based on their observations.  It's also possible that the burden of proof for a speeding citation at that speed is a civil vs. criminal penalty.  So the burden is just a preponderance of the evidence (more likely than not) vs. beyond a reasonable doubt for the state.
