It will depend largely on how the appropriation bill is worded.  In many cases, it will be broad language which means the money will be appropriated and should be spent, but it might not be spent on the "controversial" programs.

A bit of digging shows USAID budget request is through Department of State.  Going to be an interesting case.

For sure, which is why I said "something like this one".

At some point there will be one that tests the Exec Branch vs. Legislative Branch regarding the power of the purse.  If that case is one with the right set of details I then expect SCOTUS to rule against Trump 5-4 with Barrett/Roberts in the majority.  That's when we find out if Trump is going to comply OR if we enter a real constitutional crisis period.

It is going to depend on where the budget authority is granted and if the appropriated funds are mandatory spending (highly unlikely).  If the funds are not mandatory spend, then whomever has the budgetary authority can not spend the funds and allow the funding to expire. 

Second aspect (really a separate case) is the payment of contracts.  The government can sever the contract with notice.  That did not happen, hence the judge's order of payment.

Roughly $660 million that schools and child care facilities were counting on to purchase food from nearby farms through the Local Food for Schools Cooperative Agreement Program in 2025 has been canceled, according to the School Nutrition Association

Once again, we haven't even begun to feel the pain of the stupid DOGE decisions yet.

Can't wait to see the effect these cuts have on my taxes next year!  What's your guess? 20% lower? 30%? They'd have to be right?

Well, all your tips will be tax free so I'd say those numbers are pretty conservative
