He uses a legal phrase to try to say that some (about half) of the files in the Epstein files aren't actually in the files. That is exactly what he says and his argument is that those files shouldn't have been there from a legal perspective. He also says that all of the files are available to Congress but of course we already know the limitations in the access that are specifically in place to make actual deep data analysis impossible.
