Under Frank Rizzo, there was much less crime in the city (although you often had to be scared of the police). When you have less police on the street and hamstring those on the job from doing their job, when you elect liberal (I say radical, but that's me) DA's like Larry Krasner that are more interested in criminals rights than protecting victims, you have more crime. It's more of a localized issue. Deflecting discussion by focusing on nonsense like tool theft doesn't change the fact.

I lived in Center City during the Rizzo era. It was safe. You could walk from one end of town to the other without fear of getting mugged. Again, the police were often over aggressive, but the crime rate was way down and started to spike after he left office. You could see the difference when you walked the streets. Currently, Philly has the homicide rate per capita of any large city in the country. August 24, 20214 yr Philly averaged 360 homicides/year under Kenney. During Rizzo's 8 years Philly averaged 390. This year will probably push that average up over Rizzo's. And the population was larger during Rizzo's tenure, so the rate would probably be lower. In '72 the homicide rate was about 21.7 per 100k. (413 homicides and an approximate city population of 1.9M). In 1979 the homicide rate was about 22.8 per 100k (385 homicides with a city population of 1.68M). Hard to say he had a positive effect. Obviously crime has gone up during Covid. My point is it's part of a larger trend. You'd have to do some deeper analysis to determine the effect different policies have. And if homicide numbers normalize in 2022, assuming both the economy and the Covid situation stabilize, it'd be tough to tease out anything there. I wonder how much the surge in gun ownership during Covid has to do with these numbers. There's an awful lot of first time gun owners out there, and the more guns the more opportunity for shootings. That's just a statistical fact regardless of one's feelings on the 2nd amendment.
