It doesn't mandate an income tax, just allows for one to be enacted and not be apportioned. This is common knowledge.

I have to admit Biden's night reminded me exactly of doing cocaine. You race out of the bathroom and you're talking way too fast, then about 10 minutes in you just freeze and go pale because you realized that 3rd bump was way bigger than it needed to be. Finally it come down a bit and you get into a flow of really nice conversation, people are listening intently and laughing on cue. Then you suddenly realize you spent the last 5 minutes fighting with some random dude about golf and everyone is looking at you funny again.
