Would he have enough time to have all that happen and remember what each vibration means?

Not sure how the big tournaments are run, but pretty sure your timer is for total moves for that match and theoretically, you can take much more time for late-game critical moves than the more trivial early-game positional moves. Meaning, once you get to a point in the game where moves become more impactful on the final outcome, you could simply choose to cheat only at that point, rather than during the less important early game moves used to set up your strategy. As for the vibrations, all chess moves are already coded, and if even if you're using a rudimentary signaling protocol like morse code, if you're fluent enough, you can bang out the moves quicker than you might think. The problem I see isn't signaling the moves from the computer into the player, it's feeding the state of all pieces on the board into the computer. In other words, the amount of information to be passed into the computer is far larger than the output it spits out which can be as small as this: Q-G7
