I mentioned this before but it's a common misconception that all blind people can't see anything at all. The vast majority still have some level of vision, it's just really poor and they can't make out details but a decent portion can still see rough edges of objects when close enough and centered in their field of view. So in this example, they'd be able to see the contrast of the darker placard against the lighter wall and thus conclude it has the room number printed on it. Ironically, they could probably figure out the number (because it's embossed) even without the braille text but it would just be less efficient.
