I think that's Howard.  This kid has enough size to be a threat in the gaps, but runs routes like a WR.  This is the kinda back I see the Eagles deploying in this WCO.  I'm sure they stressed his catch radius to the owner to make it more palatable.  Fletch's cousin to boot.
