Maybe because the majority of the chips are made in Gina and this bill supports the creation of the chip industry in Pittsburgh and will create Jobs and put American Chips into American made cars and equipment and help to end the supply problem.

I tend to agree. In the libertarian sense of things, the government shouldn't, but its almost a national security issue at this point. Its no different than energy independence. Either we draw a line in the sand over Taiwan (which republican surrender monkeys are also against) or we do something about manufacturing chips here.
