I mean, just start with making clear that the Vice President can't refuse to accept electors. Make the bar to object to a slate of electors from a state higher than just 1 Senator and 1 Representative (say you need a majority of both houses). Change the safe harbor to state that if a state doesn't submit electors by the deadline or submits multiple slates, the state shall be deemed to have forfeited its votes. Really, they need changes at the state level codifying that electors will be bound to support the certified popular vote winner. But the above at the Federal level would be a great start. The Electoral Count Act has a bunch of ambiguities that need to be cleared up.
