Colonization takes different forms, some of which are more lor less destructive than others. I think Rome's approach was less destructive and more integrative of local populations. They developed local economies and infrastructure more. The most obvious difference, though, is that Africa was colonized relatively recently, with many African nations continuing as vassal states into the late-19th and early 20th centuries.

Can't it be both? They tend to go hand-in-hand. There's corruption everywhere, but I'd argue that colonial/imperial systems are more rife with corruption than republican ones, and the states that take root in their wake often have a hard time shaking the kind of corruption that is endemic to the structures that they replaced. I can't say for sure, but it seems to me that polities become more insidiously corrupt under imperial/dynastic systems . Africa is probably more thoroughly corrupt than the U.S (although it's hard to really lump the continent together as a whole), but it is also comprised of substantially younger republics.
