Depending on how free agency shakes out, I wouldn’t even be mad at using one of the first on a WR. Sucks to do it a third year in a row but right now they have a #1 in smith, a 3 in Watkins… and that’s it. 
 

If prefer if they could manage to land a good vet like Godwin, but barring that scenario I’d be OK with WR in the first. 

I actually think that it is a good idea to address a WR with the 2nd pick. But!!! Howie will be doing the picking..and right away it turns into a bad idea. They need a guy opposite Smith, but can Howie pick one? I have doubts.

I think it is safe to say having traded that 2nd pick for a known commodity will likely have much better results (knock on wood) than just about any WR he would have drafted.

I like the trade for Brown. I like the draft overall. What I do not like is loosing all the picks to move up from 15 to 13. I really, really wanted to trade lower into the end of first and top of the second. Not addressing a CB or safety earlier in the draft. Sometimes there are diamonds late in the draft, and you hit on them not because you are smart but simply by drafting more players.
