Oil is already high, removing Russian supplies from the market raises prices even higher, therefore Russia can sell even higher than they get now. Countries like China will still do business with Russia and they don't use SWIFT. Not sure I agree with it.... Rather I think countries with stronger ties to Russian energy want to keep the pipeline open for now... But this argument is out there. There is no doubt Russian sanctions have already had an effect. The ruble has plummeted to record lows. Putin doesn't seem to care (yet).

I think Germany isn't willing to gamble with its access to energy resources. Their fear must be that sanctioning the Russian energy markets, or cutting them off from SWIFT, will stop the flow of natural gas. And they may be right -- although I do wonder if Gazprom would keep shipping regardless because they would suffer irreparable damage as well. The failure is finding a way to work the problem and get Germany over the goal line. Maybe we dedicate all US LNG exports to Germany. And we allow them to keep buying Russian gas during a transition period until we can fill the gap. Or...we just flat out bribe them with financial assistance. If that all fails, bring out the stick -- do this, or the USA might start re-assessing its commitment to NATO. The Germans fear the Russians more than most (for obvious historical reasons). If they think we'd really back away from Europe, they'd be screwed. Like I said -- the POTUS is the leader of the free world, and leaders lead. If Biden didn't want a hard job, he shouldn't have run.
