Cruise missiles fly low, and if they get hit and go down they don't have enough altitude to go as far as that one did. My guess is the navigation on the missile ished the bed. I'm guessing this is the cover story they are using to sedate the rage while they figure out what to do. I can guarantee that right now the pizza shops outside every NATO country's defense hq are getting a lot of delivery orders.

They're not going to deliberately attack a grain silo because it's a grain silo. Ukraine is sitting on grain that it can't ship out of the country because of the backlog.
