Hurts and Minshew are the same height, same weight and same arm strength.  Are they pretty much the same QB? No because of the one factor that is clear as to why you say Tyrod and Hurts are the ame and that's skin color.

Agreed.  Tebow has always been and remains the best comparison for Hurts.

The reason Minshew and Hurts are not the same QB, is Minshew can read an NFL defense and make NFL throws.

Successful college careers for powerhouse teams, both had absolutely nothing tangible promising to speak of or to project as a passer...but their claim to fame was personality/hunger/leadership despite being literally out of their league as passers and leading a team that was better than the year before.

Though, I should point out that these stats indicate that Hurts has the lowest yards per game, least throwing TDs per game, and almost lowest completion percentage across all the players in the group.

What does he do well? He has 10 running TDs.

Thata a very generalized answer that doesn't give specifics on their play that would make the comparison make sense. 

They aren't comparable as passers at all.  Tebow had a very bad long winding throwing motion and he only completed 46.5% of his passes.  From his rookie year to his second year he actually got worse as a passer. If Hurts came out last year and actually took a step back as a passer and not a step forward then you might have something but since that isn't at all what occurred the comparison makes little to no sense.

It's because of race let's be honest.  I'm not the only one that has pointed out the clear issues with race some in this blog have when it comes to QB.  But it's very obvious.
