Supply and demand.  There are at least 8 teams at the end of their QB life cycle and the track record of signing regurgitated FA QBs is not good.  Pickett, Corral, and Willis are mortal locks to go RD1; I believe they’ll be gone by pick #11 at Washington.

With demand as high as it is you might also see Howell and Strong off the board by #32.  At some point it doesn’t matter whether these prospects are "good” — they’re deemed better than the QB teams wish to move off of.

Only seniors who attended the Senior Bowl in the past 4 years, meaning most elite QB prospects who entered the draft after their junior seasons would not be included.

Not surprised. If you don't have a QB in the NFL, you are wasting your time.

Even if the the chances of the QB you pick becoming a franchise QB is low, teams will still try because it's better than their alternative.

I wonder how they compare to the combine averages. 

While GMs can be stupid at times, this is still their job.  They don't just compare prospects to each other in the vacuum of a single draft.  No one has special value for being the second best WR in a draft if they are still a lousy WR prospect.  If 3-4 QBs go in the first round, it means they are decent prospects.
