Hirohito was a figure head. The US crafted Tojo as the Japanese equivalent to Hitler but they did not have any specific genocidal policy. It's also questionable how much control he had over the military. I think you probably mean Mao Zedong not Chiang Kai-Shek. I don't think Chiang engaged in genocide. Undoubtedly, he did things in the course of war that led to civilian deaths. Pol Pot was terrible. As was Stalin. Mao's policies probably killed more than Stalin, Hitler and Pol Pot combined. I don't think those leaders' policies were driven by an idea of ethnic cleansing like Hitler.

Mass executions in all of those countries were done for some vile purpose; none were any more or less evil than the rest. It could also be argued Himmler and Reinhard Heydrich were actually responsible for implementation of those ideas, and had a great deal of autonomy. Interestingly, those hung at Nuremberg were nationalists for sure -- most were career military, but none of the "inner circle" were executed; they all died by suicide except for Rudolph Hess, who was inexplicably spared the death penalty.
