Because technically contracts can't be agreed upon, it allows agents to formally get multiple offers without having to rush to make a decision within minutes. Yes, tampering has been happening anyway but it's a fairer process.

Ever since they began this type of format, people have wondered- why?

I think the NFL knows that tampering happens before the start of the league year/official start of free agency. So instead of trying to crack down on every team, they created a window to make it leagal. But now, we know teams tamper before legal tampering. So where do we go from here?

I didnt buy the other article with the wording. But these 2 paint a more clear picture. So, now we know how to go about business at 12pm today. I'll toss in that I've seen reports that said that both Carolina and New Orleans have made strong offers for Watson. There's no details, but the speculation was that they were both willing to meet the 3 1st round pick demand from Houston. I'd bet that if Carolina is in, they will pull out all the stops. The issue is Watson waiving his no trade clause.

I think we will be mired in that mediocre landscape for a while now... always winning somewhere between 7 and 10 games and getting bounced in the first round of the playoffs when they make it.
